In recent years, the Government of the Philippines has made landmark decisions to strengthen its health system. In 2012, the nation issued the Responsible Parenthood and Reproductive Health Law to guarantee universal access to family planning methods, sexual education, and maternal care. In 2017, the five-year Philippine Development Plan was introduced, including family planning as a pivotal intervention to reach Sustainable Development Goals by 2030.  And, most recently, in 2019 the President of the Philippines signed the Universal Health Care Act into law.

Still, the archipelagic country grapples with some major health challenges. According to a 2017 UNFPA study, 49 percent of unmarried, sexually active women and 17 percent of married women have an unmet need for family planning. The Philippines is also one of the highest tuberculosis (TB) burdened countries in the world. According to The World Health Organization, TB is the sixth leading cause of death and illness in the Philippines. The aim is now to meet FP2020 goals and to eliminate TB.

Since 2018, the USAID-funded HRH2030 program has been working in the Philippines to support health workforce strengthening with the principle goals of increasing the effectiveness of family planning and TB services. The attached infographic explains “how it all comes together.” HRH2030 activities can be categorized into two overarching and interconnected components: workforce planning and performance management. These components are products of crosscutting efforts to strengthen local capacity and human resources for health policies. With effective workforce planning and performance management, a fit-for-purpose and fit-for-practice workforce is the result, providing improved family planning and TB care.
