Human Resources for Health Optimization Tool for Family Planning (HOT4FP): A Tool for Optimizing Human Resources to Reach Family Planning Goals

Reaching family planning goals through client-centered services requires a skilled, well-managed health workforce. HOT4FP estimates the number and types of healthcare workers necessary to deliver family planning to women and men currently seeking services. The tool also calculates the additional human resource for health (HRH) requirements for reaching national family planning goals. For example, HOT4FP will show the changes to staffing needs related to the use of specific methods such as long-acting reversible contraceptives (LARC), postpartum insertion of intrauterine devices (IUD), or the introduction of a new method such as Sayana Press.

Where there are staff shortages, the user can optimize the workforce through task-sharing and by exploring the human resource impact of delivering family planning services outside the health facility through community-based services, mobile outreach and collaboration with the private sector. Outputs from HOT4FP are essential for HRH planning and decisionmaking by health facility managers, district health management teams and national HRH planners. For HRH planners at district level and above, HOT4FP summarizes data by geographic area and shows which facilities face staff shortages or excesses to develop options for staff transfers and increased use of task-sharing and community-based delivery. HOT4FP is accompanied by an implementation process that lets the user focus on the results and their use for decisionmaking by minimizing data requirements and manipulation. HOT4FP is open source built on MS Excel and will be available in August 2020 on the HRH2030 website for download.
