Health facilities providing HIV services must treat an increasing number of patients in order to control the HIV/AIDS epidemic and meet the World Health Organization’s “test and start” guideline for antiretroviral therapy. Providing treatment to more people is critical to epidemic control, but there will likely be few additional human resources to meet the demand. Identifying and closing human resources-related performance and productivity gaps is part of the solution. However, these facility-based interventions to address performance (the quality of services) and productivity (the number of services) must be brought to scale for maximum impact.
