Timor Leste Training Management Information System Training Manuals and Sustainability Plan

As Timor Leste is transitioning from a post-conflict environment, the country faces many human resources for health (HRH) challenges including fragmented human resources planning due to limited completeness and quality of HRH training data, and limited capacity of mid-level managers to use HRH and other health systems data for evidence-informed decision-making; inadequate in-service training and continuing professional development; and limited performance management and support. From May 2020 through February 2021, HRH2030 supported Timor Leste’s National Institute of Health (INS) in improving its in-service training management information system (TMIS) and providing trainings to strengthen its ability to coordinate and implement strategic in-service training programs and ensure standardized, accurate, complete, and up-to date training data.

For this work, HRH2030, in close collaboration with INS, developed the below resources.

 

TMIS Training Manual

This training manual and its associated materials were developed to properly guide TMIS managers and system administrators to manage the system from the interface level, including oversight of the database, report customization, and users’ tasks and roles. The package includes manuals, training session slides, and case studies for practice exercises*.

*The case studies are only available in Tetum.

 

Training Manual for Utilization of Health Workforce Training Data to Make Decisions

This manual was developed to assist facilitators in delivering a three-day training to INS stakeholders, including managers, trainers, and other staff with roles and responsibilities in managing INS training data. It provides guidance on how to share theoretical knowledge relating to health workforce data and challenges, as well as how to deliver hands-on exercises for trainees engage stakeholders in the collection and sharing of training data; analyze the training data; use the training data to make decisions and, most importantly, take action. The training manual and its associated materials includes the facilitator guide, participant guide, training session slides, activity sheets and case studies for practice exercises.

 

TMIS Sustainability Plan

This five-year sustainability plan was developed to support the INS in moving forward to continue to maintain, develop, and upgrade the TMIS beyond the life of the HRH2030 activity. This plan was designed to be used by the INS Council of Directors, department heads, trainers, municipality health officers, human resource focal points, and donors/sponsors who use the TMIS.  The sustainability plan comprises four sections – governance structure, institutionalization of TMIS, staffing and capacity building needs, and financing to sustain the system. Each focus areas contain plans and strategies to enable the decision makers to track and sustain progress.
