Donor-Supported Human Resources for Health Inventory Tool

To better understand the scope and nature of donor-supported investments in the health workforce, USAID’s HRH2030 program developed an approach to help countries inventory and analyze these investments. HRH2030 developed the “HRH Inventory” process in close collaboration with PEPFAR/Tanzania—a country that has been inventorying and analyzing its PEPFAR-supported health workforce since 2013. With support from PEPFAR and USAID, HRH2030 applied the HRH Inventory process in five countries—Tanzania, Eswatini, Lesotho, Namibia, and the Philippines—and expanded the scope to include investments by other donors, most notably GFATM.

The HRH Inventory Tool is available online for donors and host governments to download and, when applied, can provide countries with a wealth of information about donor investments in the health workforce. An accompanying two-page overview and webinar slides are available to help guide donors and host governments through the process. Building on implementation experience and tool refinement in five countries, HRH2030 also is available to support countries to:

  • Customize the HRH Inventory Tool: HRH2030 customizes the HRH Inventory Data Collection Tool with information specific to the country’s health sector, such as drop-downs for localities, facilities, technical areas, and programming needs;
  • Populate the HRH Inventory: HRH2030 works with donors, governments, and implementing partners to populate, clean, and validate the HRH Inventory with the current donor-supported workforce;
  • Map donor-supported staff: HRH2030 maps the donor-supported workforce to government cadre and pay scales, where available, to determine if the investments are well-aligned with public service;
  • Develop a user-friendly dashboard: HRH2030 assists government and donors to track and analyze investments in HRH staffing, down to the site level, for sector-wide performance monitoring and program planning;

  • Estimate the HRH mortgage: HRH2030 performs a “back of the envelope” valuation of the potential costs to the partner country to absorb HRH investments, and models different transition scenarios and cost estimates as compared to country plans, priorities, and budgets; and
  • Train/Orient local staff: HRH2030 trains local staff on the use of the HRH Inventory and dashboard to support ongoing use and analysis of the HRH data.

 

The HRH inventories in these three countries, above, have increased the understanding of the donor footprint in health workforce remuneration support in countries.
