08 Nov Trends of Women in Leadership in Madagascar’s Health and Social Service Sectors
Since 2018, the proportion of women in leadership positions in the health sector markedly increased in Madagascar’s Ministry of Public Health (MoPH), reaching almost 46 percent in 2020. There was also a sharp increase of women in leadership roles in other government ministries from six to 26 percent between 2007 and 2011, which was preceded or accompanied by major legislative initiatives explicitly promoting gender equality.
To better understand these shifts, HRH2030 led a study to consider the interventions and initiatives that Madagascar has used to increase the participation of women in leadership roles. In addition to looking at the efforts to implement parity policies and gender strategies to encourage female leadership and gender equity, the study also assessed the remaining gender gap, and existing barriers and biases that might contribute to this gap.
The study found that in Madagascar, there remains room for further improvement to achieve gender balance at all levels of the sector’s leadership. There is some concern about whether the narrowing of the gender gap can be achieved and sustained at all levels of the organization. The MoPH needs the structure, guidelines, action plans, and processes for making them a reality at all its organizational levels.
