HOT4PHC: A Tool for Optimizing HRH to Deliver More Efficient Primary Health Care Services through Task-Sharing

Providing client-centered primary health care (PHC) requires a strong, well-managed health workforce. In order to deliver effective healthcare—as well as to maintain essential primary care services during public health emergencies—it is important for health facilities, national Human Resources for Health (HRH), and implementing partners to use HRH data to determine how to best configure their health workforce and services.

With funding from USAID, HRH2030 has created the HRH Optimization Tool for Primary health Care—HOT4PHC—to increase health workforce efficiencies by identifying and addressing HRH bottlenecks at frontline health facilities. HOT4PHC supports comprehensive planning and management of a more adaptive and diverse health workforce for achieving universal health coverage.

What does the tool do?

This tool enables clinic managers (site level) as well as district health management teams, and national/regional HRH planners and managers (above site) to use their existing health workforce and service delivery data to dynamically configure their HRH planning to their own context and priorities, including:

  • Identifying and correcting HRH imbalances within and across health facilities
  • Promoting client-centered services through task-sharing and expanding service delivery beyond facility walls
  • Strengthening community engagement and health systems support functions
  • Configuring the health workforce in response to a public health emergency such as the COVID-19 pandemic
  • Scaling up HIV antiretroviral therapy (ART) and tuberculosis control services and integrating them into PHC

Outputs from the tool enable users to make informed decisions for maximizing the use of the available workforce and to generate estimates of additional human resources needs where appropriate.

Access the Tool

The tool is available in English and French. In French, the tool is named AVANCE-SSP  (Approche Vers une Amélioration Nette Concernant les Effectifs pour la prestation du Soins de Santé Primaires – Un outil pour maximiser les ressources humaines pour la santé).
