01 Sep PEPFAR Rapid Site-Level Health Workforce Assessment Tool & Database
Under PEPFAR 3.0, the Human Resources for Health (HRH) Technical Working Group developed this Rapid Site-Level Health Workforce Assessment Tool and Excel-based shell database to aid in assessing the adequacy of HRH in terms of numbers and skill mix to provide HIV/AIDS services. Findings will help to ensure adequate staffing to reach site-level targets and 90-90-90 goals for HIV/AIDS; optimize efficient utilization of health workers across the HIV continuum; identify HRH barriers to quality HIV service delivery; and provide the site-specific HRH data necessary to inform program planning and transition.
Data collected in this tool include:
• Types, number, and availability of cadres at facility
• Reasons contributing to absenteeism, retention, and productivity
• Current health worker cadre allocation per service point
• Health worker capacity and preparation for providing quality HIV services
• HRH barriers pertaining to service delivery
The HRH Technical Working Group applied the PEPFAR HRH site assessment instrument in Malawi and Zambia to aid in assessing the adequacy of their HRH. The group then provided a summary of experiences as guidance to other countries looking to conduct similar site-level assessments.
Any country can administer the tool (a questionnaire format) to assess their HRH. The tool can be administered annually, and only one assessment needs to be undertaken per site. The assessment should take about 60-75 minutes to complete. The data collected can then be entered into this Excel-based shell database which conducts data analysis and provides instant site-level assessment results.
