01 Sep Final Report: HRH2030 in Senegal
From June 2016 to June 2021, HRH2030 Senegal implemented a strategic and comprehensive response to the key human resources for health (HRH) challenges confronting the country’s health sector. Funded by USAID Senegal and working with Senegal’s Ministry of Health and Social Action (MSAS), HRH2030 collaborated with stakeholders at central, regional and district levels, including departments, hospitals, regional health offices, civil society organizations, and other donor-funded projects, to strengthen the availability and quality of human resources for Health (HRH).
As a result of these efforts, HRH2030 measurably improved HRH decision making in Senegal and the MSAS is moving forward with enhanced knowledge, expertise, and capacity to develop and implement human resource policies and practices. The MSAS has a fully functional human resources information system (iHRIS) and has institutionalized its use at all levels of the health system. This benefits health system clients at the facility level with increased accessibility and availability of services. The MSAS is also equipped with new policies and guidelines to manage health workforce deployment, distribution, and transfers. Additionally, with HRH2030’s support, the new National Plan for Development of Human Resources for Health 2021-2028 is in place and will guide the country’s HRH strategies over the next seven years.
This final report details the program’s achievements, and looks at the road ahead for Senegalese health system to further strengthen the health workforce and advance universal health coverage.
