Case Study: On the Road to Universal Health Care: Improving Use of Health Workforce Data in the Philippines

The Philippines adopted the World Health Organization National Health Workforce Accounts (NHWA) platform as their roadmap for improving the availability and use of quality health workforce data, supporting the effective implementation of its Universal Health Care Act, and improving key health outcomes.

HRH2030 has been working with the Philippine Department of Health (DOH) Health Human Resources Development Bureau (HHRDB) over the last three years to develop and implement a road map that conceptualizes, operationalizes, and plans for the sustainability of the NHWA. This concise, six-page study looks at the country’s health workforce priorities, how the DOH addressed the fractured nature of data management through the development of the Human Resources for Health (HRH) Data Dictionary, and the importance of developing a strong governance structure as well as aligning policy priorities to advance progressive implementation of the NHWA.

Key takeaway: Engaging stakeholders as early as possible in the NHWA process, in phases from planning to monitoring and evaluation, is important to build country buy-in and ownership of the NHWA implementation process. Next steps: In the short term, the Philippine HRH Network will be engaged further in their critical role in the governance structure of NHWA. In addition, activities will be put in place to enact data standardization. In the longer term, the Philippines will use NHWA to address specific policy directions and questions within the UHC Act, and to inform future health labor market analyses, monitor progress on outcome indicators in the HRH Masterplan, and plan for future investments in optimizing the health workforce.
